Gelugor: four projects on the same reclaimed seafront, at very different rates

Gelugor is where Penang built new land. Four of the five projects tracked here sit on the reclaimed waterfront — The Light City, Light Waterfront and Penang World City — and the fifth is on a hillside above it. What the seafront address costs depends entirely on which product you buy, and the gap is wider than most buyers expect.

The five

All five are freehold. Exsim has two of them. Mezzo, The Pier and Keeperz Suites are on reclaimed waterfront land; The Lighthauz is on the eastern coast beside it; Pinnacle Bukit Gambier is the hillside exception, on 7.96 acres with a 4.48-acre green lung attached.

The rate, worked out from what is published

Three of the five publish an indicative starting price. Divide each by its own entry size and the spread on one stretch of coast is striking: Keeperz Suites at RM820,100 for a 484 sq ft entry unit works out near RM1,694 a square foot; The Lighthauz at RM865,000 for 732 sq ft is about RM1,182; The Pier at RM669,000 for 1,044 sq ft is about RM641.

Those figures are derived, not published, and a starting price always attaches to the least desirable unit in the block — so treat them as a ratio rather than a valuation. The ratio is the point: roughly two and a half times the rate, on the same reclaimed seafront, in the same district.

What you are paying for at the top of that range is a small unit in a serviced-suite product, where the price per square foot is always higher and the absolute cheque is lower. What you get at the bottom is floor area. Decide which of those you are actually buying before comparing anything else.

Density, where each developer states it

Mezzo runs seven homes to a floor across two 34-storey towers, with six passenger lifts and two service lifts. The Lighthauz runs fifteen on a single 56-storey tower with six plus one. Pinnacle Bukit Gambier runs eighteen across two 45-storey towers, with twelve lifts between them.

Seven to a floor and eighteen to a floor are different buildings to live in, whatever the shared seafront says. As always the lift counts are stated per tower, so ask for your own tower's figures rather than dividing a development total.

Reclaimed land is worth a separate set of questions

Three of these sit on land that did not exist a generation ago. That is not a defect — much of Penang's newest infrastructure sits on it — but it does change what to ask: what the fill and settlement history of the parcel is, how the drainage and sea defences are designed, and who maintains the promenade and the seawall once the developer hands over.

Ask for those answers in writing from the developer, and ask the same questions of the precinct's management rather than only of the sales gallery.

One is nearly here, one has a green lung

Mezzo inside The Light City is stated for Q3 2025, which makes it the closest to delivery on this list and the most useful to visit. The Pier follows at Q1 2028 with 934 residences above 64 commercial lots at Penang World City.

Pinnacle Bukit Gambier is the one that is not selling the sea: a hillside site where 56 per cent of the land is kept open and 4.48 acres are set aside as a private green lung, with the largest layouts in the district at up to 1,734 sq ft. If the seafront premium is what is pushing your budget, it is the alternative worth pricing.

Before you book here

  • Work out the rate per square foot yourself, from the entry price and the entry size, before you compare two seafront towers.
  • Decide whether you are buying floor area or a low absolute price. In Gelugor those point at opposite ends of the list.
  • On the reclaimed parcels, ask about fill history, drainage, sea defences and who maintains them after handover.
  • Ask homes per floor and lifts for your own tower.
  • Price the hillside option against the seafront one before assuming the sea is worth the difference.
