Eleven Penang projects in districts with nothing to compare them against
Six Penang districts hold one or two projects each — eleven in total, five on the island and six on the mainland. They are easy to overlook, and one of them carries the lowest published starting price in the state: RM300,000 at D'Hazelton in Air Itam, for a 900 to 1,000 sq ft three-bedroom.
The eleven
All eleven are freehold, which is the Penang norm. Three are landed — SA Terraces, Taman Seri Valdor and Taman Harmoni Indah — and all three are on the mainland.

The cheapest way onto the island is on this page
D'Hazelton at Farlim in Air Itam publishes an indicative start of RM300,000 for 900 to 1,000 sq ft, three bedrooms. That is the lowest published starting price of any Penang project tracked here, below the cheapest mainland start of RM322,200, and it is on the island.
The trade is size and scale: 1,670 homes across two towers of 34 and 35 storeys on 19.57 acres, which makes it the largest development in the state on this site. The Skyline, also in Air Itam on the hillside at Taman Terubong Indah, is the opposite shape — 290 homes in one tower, 1,200 to 1,950 sq ft, three to six bedrooms, from RM500,000.
Air Itam is inland and hilly rather than coastal, which is exactly why the money goes further. Drive the road down into George Town at your commuting hour before deciding the saving is real for you.
One land-title note worth copying into your own questions
GEM Residences in Perai records its title as commercial under the Housing Development Act, with utility billing following residential rates. That second half is the part most buyers never establish.
A commercial title does not automatically mean commercial utility tariffs — it depends on the arrangement with the local authority and the utility companies. GEM's listing states the outcome explicitly. On every other commercial-title project you look at, ask the same question in the same terms and get the answer in writing: which tariff schedule will electricity, water and assessment actually follow after handover?
GEM is also the only completed development on this page: four towers named Coral, Sapphire, Ruby and Diamond, 978 homes over 38 levels at eight or nine to a floor, 441 to 1,445 sq ft, with its certificate of completion obtained.
Five of the eleven offer exactly one layout
Laguna Bay Residences is 342 homes of 900 sq ft on the Teluk Kumbar beachfront. Taman Harmoni Vista, also in Teluk Kumbar, is 85 homes of 850 sq ft in Tower A. Taman Harmoni Indah in Nibong Tebal is 114 two-storey terraces of 1,600 sq ft. Taman Seri Valdor is 45 terraces, 72.5 per cent complete as at June 2026. SA Terraces is 61 four-bedroom homes built to one design on a 9-acre site, from RM681,888.
When every unit is the same, the only variables left are the floor, the facing and the bay — or for a terrace, the lot position. Ask about those specifically, because there is nothing else to negotiate on.
The low-density outliers
Altus Residency in Perai holds 148 homes in a single 23-storey tower at eight to a floor, 1,295 to 2,820 sq ft, three to six bedrooms, from RM736,000 — unusually few homes for a building of that height. Aralia Park inside Pearl City, Simpang Ampat, is 359 homes in two 20-storey blocks with 752 car park bays, targeting CCC at the end of 2027 and handover in the second half of 2028.
Note that Aralia Park quotes two dates. Certificate of completion and handover are different milestones, and a project that separates them is telling you something useful. Ask both dates of every development, and put them in the agreement rather than the brochure.
Crown Penang is the outlier on the island
Crown Penang on Jalan Seri Tanjung Pinang in Tanjung Tokong is the only project tracked in that district: one 40-storey block of 588 homes on 2 acres, nineteen to twenty homes a floor, 614 to 1,851 sq ft, studio to three bedrooms, for Q4 2029.
Nineteen to a floor on the island's north-east coast puts it at the opposite end from the five-to-seven a floor buildings in neighbouring Tanjung Bungah, and the unit mix says why: this is a serviced-apartment product with a rental market in mind.
How to shop these
- Compare against the nearest district that does have a cluster — George Town, Gelugor, Batu Kawan or Bukit Mertajam — rather than against nothing.
- On a single-layout scheme, ask about floor, facing, bay or lot position. That is the entire negotiation.
- Copy GEM's title wording into your own questions: which tariff schedule will apply after handover, in writing.
- Where CCC and handover are quoted separately, get both into the agreement.
